Can the waterline tile be replaced without resurfacing?

Yes — tile-only projects are common when the finish is sound but the band is dated, cracked, or shedding. The pool drops below the tile line rather than draining fully. That said, if the surface is within a couple of years of needing work, bundling saves real money: the drain, access, and setup get paid for once.

Why does my tile keep growing a white crust?

Calcium — Central Florida water carries plenty, and it deposits exactly at the evaporation line. Cleaning helps cosmetically; chronically heavy scale usually points at water chemistry that also ages the finish below it. New tile plus a chemistry reset beats scrubbing the same crust annually.

My coping is loose in places. Is that urgent?

Reasonably so — loose or hollow coping lets water behind the bond beam, and freeze isn't the enemy here, water migration is. It works on the tile bond and the deck joint below. Re-setting loose stones early is cheap; waiting until the tile band fails with it isn't.
